Nebula is the Arch-Magician crowned by the ISA, and the teacher of the Magic Academy appointed by the Bauhinian government.
Her wand of choice is a teaching stick named the Physical Sword, though she did not actually store her magic in it. She just pretends she does and it's not like anyone else would know. She also has myopia, but uses magic to see clearly.
She got strong through A Guide to Magic, and cast an irreversible additional charm on it that made her know the book's position at all times, though it came to bite her in the ass: when Qibli found out about the book and decided to keep it, she murdered Nebula so she wouldn't know her location all the time.

Nebula had thought Qibli would be an easy kid. She was wrong.
Qibli never liked Nebula's fakey cheerfulness. When she found A Guide to Magic and decided to run away with it, she found out how Nebula cast an irreversible charm on it to inform her of its location. She was left with no choice but to murder Nebula.
Trinket (student)
Kismet (boss)
Nebula is one of Kismet's most important advisors, specializing in magic (duh). She was the one who came up with most of the policy surrounding magic control in Bauhinia. She is informed about Project Kismet (meaning she knows the public Kismets are fake) and in direct contact with the real Kismet (meaning she saw Kismet in Tundra's body). To sum up, she's one of the people in Kismet's closest circles.
Though she doesn't trust him at all. She uses her magic to shield her thoughts.
