Bauhinia Tower
An ancient tower.
The Bauhinia Tower, located in the heart of Flower City, used to be just another sightseeing place for emperors of the Bauhinian Empire, accessible only to royalty and nobles.
After the revolution, it became a tourist attraction, as people marveled from the view of the topmost level and scholars studied ancient Bauhinian architecture and culture.
After Kismet became president, it became once again shut off from the general public in the name of preservation. But actually, its true purpose is for Kismet to spy on the entire Flower City. At the highest level, he could nearly see the edges of the city with his hyperawareness, and Kismet used both that and his mind-reading skills to listen in on the entire city to catch dissidence. He had been spending more and more time there, especially after obtaining Tundra's body as he can give orders to the fake Kismets remotely.
To foreigners, the tower acted as a panopticon, as diplomats and spies feared that any misstep would blow themselves. They often think the citizens of Bauhinia themselves were blind to the tower's true purpose, being confounded by their country's propaganda; however, the citizens know not only of the tower's power, but also of its limits. For example, Kismet's hyperawareness cannot compound with his mind-reading, which means he can't hear their thoughts. But more importantly, Kismet cannot see what's happening at the foot of the tower right underneath him.
